New local CLI sessions then load cloud Steering, custom agents, Skills, Powers, and Hooks without writing those files into the local .kiro directory, so laptop CLI work can match cloud sessions while the local tree stays clean. Kiro is also in the defined scope of AWS ISO/IEC 27001:2022 certification if security or vendor-risk needs independently verified evidence.
