Upgrade Codex CLI to rust-v0.161.0 and opt in Daybreak with --enable cli_daybreak

Codex CLI rust-v0.161.0 makes GPT-6.1 Sol the default bundled and Bedrock model, adds TUI /mcp login <name>, and turns Daybreak/Cyber routing off unless you set features.cli_daybreak=true or --enable cli_daybreak.

Why this loop
